Refund of cost of E-Learning Licence under the Training Grant System

Employers contributing the training Levy are hereby informed that the Human Resource Development Council (HRDC) provides for the refund of the cost of E-Learning licences under the Training Grant System. This incentive encourages employees to learn at their own pace and enables them to access to a wide range of online courses on E-Learning platforms approved by the HRDC.

Employers will be eligible to claim a refund of the cost of E-Learning licences subject to the following conditions:

1.       The licence must be purchased directly from the following digital E-Learning platforms approved by the HRDC, namely: Udemy, Coursera, Udacity, LinkedIn, Pluralsight, Class Central, edX, FutureLearn and Percipio (Skillsoft).

2.      The refund applies to licences for courses up to Diploma level.

3.     Employers must submit the G1 Application Form to inform the HRDC of their intention to purchase the licence, together with a quotation for the licence indicating its duration.

4.     The refund will be processed upon successful completion of at least one course and submission of the required documents, including the Invoice and Receipt/Bank Advice for the licence procured, a Bank Statement evidencing payment of the licence fee and the Certificate of completion.

5.     The deadline for submission of the G3 Application is as follows:

·        For E-learning courses completed during the period 01 January to 30 June, the deadline for submission of the G3 Grant Application is 15 October of the same year.

·         For E-learning courses completed during the period 01 July to 31 December, the deadline for submission of the G3 Grant Application is 15 April of the following year.

Transitory Period: For E-Learning courses for which the HRDC has already issued a G1 acknowledgment email, the deadline specified in the acknowledgment email would be applicable during the transitory period.

The refund shall be subject to the annual grant ceiling of the employer and at the applicable rate.

 Note:

All other conditions and criteria under the E-Learning Licence Scheme remain unchanged.
