NOTICE TO REGISTERED TRAINING INSTITUTIONS Incorrect use of ‘HRDC Approved’ & ‘HRDC Refundable’

It has come to our attention that certain Registered Training Institutions (RTIs) have been using the terms ‘HRDC Approved’ and ‘HRDC Refundable’ in their advertisements and communications for short courses/training programmes across various platforms such as newspapers, social media and radio.

The HRDC wishes to clarify that the approval of short courses/training programmes is the sole prerogative of the Mauritius Qualifications Authority (MQA), the Regulatory Body for training in Mauritius. Additionally, it should be noted that the course fees /training costs are refundable by the HRDC on the condition that all criteria for the refund of training fees have been met by the employers.

Registered Training Institutions are hereby informed that the HRDC reserves the right to take legal action against any institution persisting in the use of the misleading terms mentioned above.

Your cooperation in adhering to these guidelines is highly appreciated.

The Human Resource Development Council (HRDC) participated in the UoM Research and Innovation Week 2023, an event organised by the University of Mauritius (UoM) under the theme "Promoting Interdisciplinary Research and Innovation for Sustainability and Resilience." The week-long event took place from 27 November to 01 December 2023. Notably, this year, UoM integrated both the Research and Innovation components into a single event.

During the event, the HRDC delivered a presentation titled “The HRDC Graduate Training for Employment Scheme: A Skills Intermediation Instrument.”  The GTES was selected to be presented as highly illustrative case study for skills intermediation in the local skills development space deploying a capabilities approach to skills intermediation. The HRDC has noted its short-term, medium-term and long-term, both tangible and intangible, benefits of the scheme underpinned by its skills intermediation nature.

The presentation identified contemporary roles of skills intermediaries (such as HRDC) and explored the mechanisms the HRDC is using to generate value for enterprises, unemployed graduates and ultimately the society.

Communique - Addendum - 17 Oct 2023

“Submission of copy of ID Card”

Further to the communiqué issued by the Human Resource Development Council (HRDC) on 30th May 2023 pertaining to the above subject matter, the HRDC has received several representations from employers with regard to Section 1.2(i) – “Submission of copy of ID Card” of the Communiqué whereby they are faced with additional administrative burden to submit a copy of the Identity Cards of their employees who are attending training.

The HRDC has taken into consideration the representations and has examined different alternatives with a view to facilitating the processing of the G3 application.

It has been decided that, henceforth, instead of submitting the ID cards of each participant, Registered Training Institutions (for Local training) and Employers (for In-House training) can submit the signed attendance sheet of the training, with confirmation that they have verified the signature of the participants who are attending the course with their respective NIC and that their signatures are same as that on their National Identity Card.

In light of the above, the attendance sheet template to be submitted to the HRDC has been amended accordingly to include the required statement of confirmation from the Trainer(s).

(Note: The template for the attendance sheet can be downloaded here for guidance).

National Certificate Level 4 in Health Care Assisting for the Nursing and Paramedics Sector implemented under the NTRS

Healthcare assistants (HCAs) play a vital role in the healthcare industry, providing essential support and assistance to both patients and medical personnel. Serving as a foundational role, healthcare assistance is a stepping stone into many other nursing positions. The latest skills need survey conducted by the HRDC and regular meetings held with the Industry Association have highlighted that there is a lack of experienced and qualified HCAs within the local market. Both private clinics and old age homes require this job profile and encounter challenges in enlisting suitably skilled candidates.

To meet the need for trained and qualified personnel, the HRDC in collaboration with the Private Clinics Association has implemented a 12-month training programme in Health Care Assisting (National Certificate Level 4) to skill new entrants in the Health Sector.

The main objective of this programme was to impart knowledge and skills needed in the care of the elderly and sick people. The training comprised theoretical and practical components as well as placement in various private clinics and old age homes. Training was conducted by Dr. Patrick Chui Wan Cheong Sana Global Educare Co. Ltd and Quatre Bornes Professional Training Centre (QBPTC Ltd).

An Award Ceremony will be organised at Shri Atal Bihari Vajpayee Tower, Ebène on 12 September 2023 for the 96 trainees have successfully completed the training programme.
