Refund for Non-Award courses dispensed after 15 October 2021

The HRDC informs all Employers and Registered Training Institutions (RTI) that following amendment of the Mauritius Qualifications Authority (MQA) Act and the regulations dated 13th October 2021 in the MQA (Training Institutions) (Amendment) Regulations 2021 and MQA (Approval of Non-Award Courses for Employers) Regulations 2021:

a) The MQA will approve non-award courses for RTIs and Employers as from 15 October 2021 in line with the above regulations.

b) Where the course fee for a non-award course to be dispensed by a RTI has been approved by the HRDC and the RTI has, prior to 15 October 2021, started to dispense the course, the RTI may, after 15 October 2021, continue to dispense the course without the course to be approved by the MQA.

c) Where the course fee for a non-award course to be dispensed by a RTI has been approved by HRDC and the RTI has, on 15 October 2021, not started the course, the course shall not be dispensed unless same is approved by the MQA.

d) RTIs and employers should therefore ensure that, except for courses falling under (b) above, for all non-award courses delivered after 15 October 2021, the approval of MQA is obtained prior to the start of the non-award course, even if they already have an approval of course fee by HRDC or a G1 Acknowledgement, as applicable.

e) HRDC will stop approving course fees for non-award courses for RTIs as from 15 October 2021 and as such, the online RTI platform will no more be available as from 15 October 2021.
