Refund of cost of e-learning licences under the Levy / Grant System

Employers contributing to the Training Levy are hereby informed that the Human Resource Development Council (HRDC) is now considering the refund of cost of e-learning licences under the Training Grant System. This incentive will encourage employees to learn at their own pace and space and will enable them to have access to a multiplicity of online courses.

Employers will be eligible to claim refund of the cost of e-learning licences under the following conditions:

The licence must be purchased directly from the following digital e-learning platforms: Udemy, Coursera, Udacity, Linkedin, Pluralsight, Class Central, edX and FutureLearn;

  1. The licences are meant for courses up to diploma level;
  2. Employers to submit the G1 application form to inform HRDC of their intention to purchase the licence together with a quotation for the licence mentioning its duration,
  3. Refund will be effected subject to successful completion of at least one of the courses and upon submission of relevant documents including receipts/bank advice, certificate of successful completion of the course amongst others;
  4. Deadline for submission of G3 application shall be aligned with the expiry of the licence,which is generally for a period of one year; and
  5. Refund will be subject to the annual grant ceiling of the employer and at the rate as appropriate.

The refund of the cost of e-learning licences is effective since 01 April 2021.

Note: All other conditions and criteria remain unchanged.
